What a New York DMV dealer registration means
New York regulates motor vehicle dealers under Vehicle and Traffic Law §415, and a person who sells or offers for sale more than five vehicles in a calendar year may be treated as a dealer. The DMV's facility file lists each registered dealer's facility number, licence type and expiration date. When a New York dealer sells a used car, VTL §417 requires a written certificate that the car is in condition and repair to give adequate service on the road, and General Business Law §198-b (the used car lemon law) gives buyers a warranty on many used cars bought from a dealer. A registration is not a rating; it does not cover a car's condition or a dealer's prices. Names in the DMV file are limited to 40 characters and are often abbreviated.
Licence details come from the state DMV's published file. Before you buy, confirm the number on your paperwork, read the Buyers Guide, and check which used car warranty the state requires for this car.
